In order to facilitate the business of a regular communication by post with this Country to those Ports at which British consuls are established, I would further suggest that these Consuls be instructed to act as Agents to this Department in making up & receiving Mails or upon similar principles, as far as they may prove applicable, to those already adopted at the Foreign Ports in America & the West Indies.
They will acquaint you that the question of the transmission of Letters to & from Bombay, Hong Kong, China & through India, and the amount of postage proposed to be charged for such Letters is already under Consideration and will form the subject of an early report to your Lordships.
